In Honduras, pre-primary enrollment is low, particularly among Indigenous Peoples and Afro-descendant populations, with rates as low as 7.9% in 2020. Nationally, only about 40% of children are enrolled in pre-primary education. Contributing factors include the distance of educational centers from homes, especially in rural areas, a need for qualified teachers, and the reliance on volunteer educators who often need more training and experience. The COVID-19 pandemic further exacerbated these challenges by causing temporary closures of preschool institutions, disrupting children's educational continuity. Natural disasters like Hurricanes Eta and Iota also damaged educational infrastructure. Additionally, limited internet access in many areas hindered the implementation of distance education alternatives, further widening educational disparities.

In response to these challenges, EarthEmpower was hired to manage the information from each of the leading organizations, designing the project and writing the proposal with a comprehensive approach to improve participation in and the quality of pre-primary education. Specific objectives include strengthening national capacity for quality delivery of pre-primary education services, increasing access by improving educator instruction and learning environments, raising awareness about the value of pre-primary education, and providing services and support to young parents to boost their employability or facilitate their return to education.
